Graffiti can be both.  There are artists who create incredible works of art that can found in many locations. They often appear as murals on buildings and are completed with the property owner’s permission.

Then there is “tagging”. We‘ve all seen the unsightly spray painted “nicknames“ and other wording and expressions on buildings, walls, fences, train cars, box trucks, mailboxes, the list goes on and on.  Most of this is done without permission. Defacing someone’s property is nothing but vandalism and it’s a crime.
